Movement Bulgarian and Romanian citizens

Italian government decided to apply a transitional arrangement for one year more (31.12.2011) before completely liberalizing the access of workers coming from Romania and from Bulgaria.
There are no restrictions on self-employment.
The above transitional arrangement provides for the immediate opening-up of the following areas:

  • agriculture, hotel tourism
  • domestic work, assistance and related helpers
  • building construction
  • metal worker and mechanic
  • managerial and highly skilled work
  • seasonal work

Any employer wishing to hire Romanian and Bulgarian workers for all economic sectors except than above, must apply for a work permit, under simplified procedure.

For effect of the incoming of the of Romania and Bulgaria citizens in the UE, Italian government doesn’t apply yet dispositions of the "Testo Unico sulla immigrazione" , but finds application D.L.vo 6 febbraio 2007, n. 30. Since 11 April 2007, therefore, for the Bulgarian and Romanian citizens, as communitarian citizens, it has no longer been necessary to acquire a residence permit to stay in Italy, for residence in excess of three months, but it is sufficient the possession of an identity card, "codice fiscale" and registration to the General registry office, observing all requirements imposed on Italian citizens for exercise certain activities.
